Streaming QuickTime video slow to load/will not load

I have a mobile plug in type modem for my PC,speed claimed is 3.6Mbps.When trying to download streaming video from sites just to view and play,Quicktime player shows,and first 2-3 secs of the video loads to play,but then loading stops all together.Altering settings for downloading on the QiuckTime Player do not help-
could my download speed be at fault?

The speed claimed is up to 3.6mbs. You will get nowhere near that in reality. Have you tried a speed test web site like this?
