First thing you need to do is to create a shortcut.
Find the program in question in C:\Program Files, right click create shortcut and create in on your desktop
Now open Windows Explorer and click on desktop
Right click the shortcut and click copy
Still in windows explorer, go to C:\Windows\Sendto
Click Edit | Paste
You should now find that send to your program is now in your list when you right click the file
