Hi Lanny,
I think what you are after is layering, I normally use frontpage express for such things but others on here may be able to give you a simpler way to achieve this effect.

You could use CSS position controls to do this. Look at the Drop Shadow section of this website for a good example of how to do this without too much fuss.
