Site meter and IP blocking site

Hi, I've been away for a while, you know, taking a break from web-design, but now I have embarked on a project and need a few questions answered:
1.) Does anyone know of a thing that let's users tell the IPs of people on their site?
2.) would people be interested in a website that lists the IPs of people that have been causing webmasters problems, particularly on forums, and an IP blocking script so that other website-runners can be safe of the culprits?

How does it sound and does anyone know of that script?

Most forums have a method of blocking IP addresses, but most admins don't like using it as it can block potential friendly users, especially those users on dial up

You could use a cgi script or something on this page for tracking
