Usually, web images can be copied by highlighting them with the mouse, right-clicking and using Copy or Save Picture As ... Copy just copies the image to the Windows clipboard. In some cases, you don't even have to highlight but just right-click to get the menu and copy.
Some web images are protected from copying in this way. However, you can get round this by pressing the Print Screen button on your keyboard, which will copy the screen to the Windows clipboard.
Most image editors allow the clipboard image to be pasted on to the edit screen by using Edit/Paste. Once you have pasted the clipboard image into the editor, you can crop the area containing the image. Now you can do anything with the cropped image as any other image on the editor, e.g. resize it, enhance it, etc.
Remember however that protected images are usually someone's copyright, so you are probably not free to republish such images.

Almost all images are someone's copyright. Just because they're not 'protected' doesn't mean they're not under copyright...

TFC is right to point out that most images are someone's copyright.
The law on copyright is quite complicated and not the same in all countries. Just be sensible about how you use other people's photos unless you have their permission to do whatever it is you want to do with them.
