Vista not booting up

Can anyone explain why a Dell Inspiron (brand new) with Vista Home Premium will not boot up, it just sits with the power on but nothing at all happens, it will boot when the VGA plug to the monitor is disconnected from the computer, after it's fully booted you can re-connect the monitor and everything works normally (does not work if I just switch off the monitor). I set it up with an old 17" Dell monitor and everything worked fine but then I connected a new DGM L-2362WD 23"Wide Screen LCD Monitor and my troubles started.
