Have a look at ExtractNow which supports ZIP, RAR, ISO, BIN, IMG, IMA, IMZ, 7Z, ACE, JAR, GZ, LZH, LHA, TAR, SIT archive formats.
Windows from ME onwards, but excluding Windows 2000, has built-in support for creating and opening ZIP archives.
