Graphic Card Installation Problem

Having just attempted to install my new ATI/Radeon 4770, I now find the PC will not boot, or switch off.
I connected the power cable to the only spare connector available, there being no connection available on the 450W ATX PSU.
I've tried removing the Graphic Card, but it still won't boot.
So the obvious question is, what have I done wrong, and how do I rectify it?

When I did some work on my old Dell, I had the whole thing just refuse to work. Best bet initially will be to look at ALL connections and ensure you have not accidentally caught anything. I found the best way was literally to check EVERYTHING, regardless of how close it was to the card.
