I'm hoping, in time, to be able to offer advertising to local businesses for a small annual fee.
I appreciate that any money I would personally make from this would be tax-deductible. But would I also have to register myself as a business to be able to charge other business for this service? I know I wouldn't be VAT registered, as I wouldn't make enough money, but are there other things I need to consider?
No, you don't have to register as a business, you can do what you wish as a 'Sole Trader'.
The one thing you would need to 'register' would be for self assessment with the HMRC and complete a return once a year detailing any income and expenditure - so keep all receipts and invoices relating to the site to offset against your advertising revenues.
