Hi

This is a new one on me I'm puzzled that only one section is scrambled and also what is generating the warning sign

WARNING your computer is becoming SLOW, Fix it by clicking here

As a precaution download Malwarebytes Antimalware and update it and run a scan.

Is this distortion only in Outlook Express?
If it happens in all applications, does the problem go away when you disable the graphics card?

It would appear the problem then is your graphics card. Would you not agree?

agree with that And Reinstall the Video Driver. Junk the existing Copy

The copy you'll need is either NVIDIA Forceware 186.18 for a Geforce type card
Or,ATI Catalyst Drivers 9.6 Both are Universal Drivers
There are different versions for different Operating systems
Visit http://filehippo.com/software/drivers/ to make your choice
