Do you actually have a program such as ADOBE READER or FOXIT READER installed to read PDF files?

I don't know which browser you use, but you might find the PDF Download Add-on useful if you use Firefox. You can also get it as an Add-on for IE7 and IE8 now and use it in Google Chrome, Safari and Opera too. Have a look here.
This assumes you have a PDF reader as mentioned by Mike installed of course!
I've used PDF Download for some time now and find it very good.

Quote from WebUser Issue 208, dated 26 February 2009, article titled 'Getting more from PDF files'

Most people use Adobe Reader to view PDF files but it's a pretty hefty application, weighing in at 33.5MB. If you want a program that will open PDFs quickly and easily, you're much better of with Foxit. This is a fraction of the size and makes working with PDFs less of a chore. The latest version, Foxit Reader 3.0, is free to download and includes useful extra features such as a annotation tool and a PDF-to-text converter.

I personally use Foxit which I find to be very fast. I hope this helps.
