My mobile broadband (using a dongle for the 3 network) was working ok last week but now I'm getting the above error every time I try to use it - plug it in, wait for it to recognise the modem, click on Connect and then the error appears.
The one major change to my system this past week has been changing the firewall to Online Armor; but I've ok'd everything when prompted so this might just a be a coincidence.
Can anyone shed light on what be going wrong?

Have look at this link for a possible solution -->> You receive an "Error 711: Cannot load Remote Access Service Connection Manager" error message when you create a network connection <<--

Thank you very much, that has solved the problem.
And it's also proved what a complete idiot I am - in the current issue of WebUser is an article on Background Processes In Windows, and, thinking that I know a bit about computers, I went through the list of services that are listed there to see which could be disabled. Telephony is one of them and because it only mentions VoIP in the description, it never crossed my mind that it might be used by mobile broadband (I didn't regard it as VoIP software - I've always just assumed that the term meant programs like Skype even though my work background means that I should know better). Since I haven't accessed the internet by mobile connection during the past 7 days, there's been nothing else to fall over and I'd completely forgotten about that setting change.
Again, thank you for replying so promptly.
