Had an email from PayPal highlighting some changes. From the email:
Effective from 9 July 2008, PayPal will change its fee structure to make it more attractive for our UK customers to send personal payments. We are pleased to announce that:
* PayPal will not charge a recipient (regardless of their account type) of a PayPal payment if that payment was funded by the sender's bank account or PayPal balance and it is designated a Personal Payment
* PayPal will apply a fee for payments received for Personal Payments or Commercial Payments if such a payment is funded by a credit or debit card, however for Personal Payments funded by a card, the sender will have the option of paying the fees for that payment
* Also, PayPal will no longer require its customers to upgrade from a Personal Account to a Premier or Business Account once it has received a total of £250
The first point is fascinating from a sellers point of view. IF a buyer has money in their PayPal account OR uses their bank account to directly fund the payment, the seller does not incur a fee...........(and is a Personal Payment).
Second point allows the buyer to pay the fee. (Can see that happening - not).
Third is strictly for those of you who suddenly find their account blocked because they have done 'too much'. Finally you can run a Personal Account for longer and not have a £250 limit.
Trying to digest it all, but as a comparison fees on PayPal run from 3.4% to 1.4% with a 20p fee. (These are Merchant rates). These will be 2.9% to 1.4% from 9th July with a 20p fee for GB transactions and a range of charges for 'cross border'.
So some compromise from PayPal, but as we have said in the other thread lower down - they now have a 100% monopoly on eBay in that sellers HAVE to use PayPal as an option.

One bit on PayPal Help say that to change account you need to log in and deal with PayPal customer services (that was for changing a Business to a Premier).
Another says it is possible to have a different type of PayPal account in addition to the one you have, BUT you must have a different email, bank account and credit card for each one.
Out of interest: Why would you want to downgrade?

From past experience you are only allowed to downgrade once. If you upgrade the account to a premier again, it has to stay that way. Not sure if this rule has changed though.
