Windows has blocked some start up programs ?

Hello every time I start up my PC I get this message popping up from the task bar ( Windows has blocked some start up programs ) If I right click on it I get the options, show or remove blocked programs start up programs, run blocked programs, view help exit, when you hover the mouse pointer over run blocked program its showing Win32 Cabinet Self-Extractor ? I do not no what this program is, or how to remove it, or can you turn this blocked programs thing off as its going to be very annoying, every time I turn on my PC its going to pop up ? Telling me about this, thanks Corsur.

Defender has blocked programs, have a look here http://support.microsoft.com/kb/930367

Hi and thanks, the problem was I could not find or open the program, so I run the file name in search, p_981116.exe0 unidentified publisher, This brought up a file created in 1998 ? so I deleted it and it seems to have solved the problem, can only think it got there from a old web cam i tryed to install, as only after this it did pop up, uninstalled the cam afterwords but it must have left this behind, Well hope i have not deleted anything I should ed have but dated / created 1998 I think it was safe to delete and its seems to have worked, fingers crossed thanks corsur.
