In the section Items I've Won, you should see a list of items you have bought. There should be a drop menu on the line of each item under Action with an arrow you click on to open the menu?
On there you can Mark as Paid usually and click a link to feedback.
Another route is to look at the item again. On the page it should give you the option to mark as Payment Sent and Feedback.
Also IF the person has already left you feedback, you can click on the item in your feedback.
