Not sure what method you're using , so if it's not this way give it a try. Open the home page you wish to use and then go to Internet Options and click the "use current" button > apply > OK.

Strange. Give this a try : open I.E. and open a new blank tab . Now stay in that tab and type webuser into the address bar. Click the green arrow and open the webuser site. With the site open click on the arrow on the right hand side of the little house on the I.E. toolbar. From the drop down box click on "Add or Change Homepage". From the three options offered in the options box that opens , put a tick beside "use this webpage as your only homepage" and click yes. Restart I.E. and restart.

This MS KB article may be useful if all else fails.

And there's no software installed that may be set to prevent the home page being changed. Norton Antivirus , Spysweeper or something along those lines. If not , i would post a log in the hijack forum. One of the experts there may be able to see from your log what's going on.
