Can anyone tell me a "free" program i could use which would tell me what programs are installed on my computer and if i could safely remove them. Thanks in advance

This functionality is covered by XP's Add/Remove Programs in Control Panel.
If you're looking for an alternative, Ccleaner also has this functionality under its tools.

Just to add to GMAC's suggestion ( not instead of ), If you have Spybot search and destroy installed , it displays the applications that have registered some kind of uninstaller with your system. It will show some additional features to the add/remove option but unfortunately it's not going to help you in deciding what's safe to remove.
S.I.W......is another application with a tool which will give a list of installed apps.

Belarc Advisor - Free Personal PC Audit will also detail every application installed on your PC and when loaded you can mouse over for details or click to navigate to the respective folder. Removing them is your decision though.

Have just started using Process Library to see what processes are running and if i can safely disable them from starting when booting up the computer. Thanks for the replies and the links.

Startup Inspector will help you with the Processes chore. There may be items running you are not familiar with, Startup Inspector will guide you.
