Designing Navigation Buttons

I'm building a site using Dreamweaver and was going to use the excellent Flash buttons in the navigation bar until I found that some people may well not be able to view as the don't have flash/java enabled in their browser. I believe there is a way to design the buttons in Photoshop but can't discover how its done. Any advice much appreciated.

mycoolbutoon.com is a great way to make unanimated buttons. You can then use these buttons on your site.

If you want them animated, like changing colours when the user puts their cursor over the button, make 2 buttons using this site (that look different), then google "javascript image rollover" and you will find some simple guides to making it happen.

This is good because even if they don't have javascript enabled they can still see and use the images as links, but they just won't change on mouse mouse rollover.
