How you actually design your site is up to you. It sounds like you have all the tools in place and have started in the right manner by going down the recommended route of planning on paper first. Loading up Frontpage sounds like a good next step - knock up a basic design using your paper drawings as a guide. Put in the text, create some images to insert around it and see how it looks. And you're well on your way to creating your first website.

Good luck

With me its just open the program have a little wander round the internet and quite a few ideas usually come into my head. I add them to the site and build the pages from there. You're choice mate what you do.

First tools you need for a web site are very ancient but essential. Pencil and paper. How can you possibly begin any design unless you know what you want the finished screens to look like? Drafting them out on paper is easier than program mock ups.

Then you begin to look at colour schemes, common fonts and graphics, from which you design the Style Sheets and templates - and those are crucial as there's not much worse than a tossed salad of a site where there is no consistency.

The skill of the real webmaster lies in the content, not showing off how they can do fancy gimmickry with code, no point showing off "hey look I can make the page sing and dance" if what's on the page lacks value.

I usually write the pages I want down but thats it. Then I see what comes to me. If you start with an open mind and the pages you want, you can see whats available and build ideas from that.

Love the tossed salad analogy - I'll have to remember that one.
