Is there anyway that I can tell who is accessing my wireless internet connection via my router

Start > Run, type cmd and press Enter, now type NET VIEW (capitals for clarity only) and press Enter.

You can also try entering your routers setup page > DHCP Client list.

I think the router preserves all connections made during the current lease period not who is connected at the moment.

If you mean the current lease period as in the last time the router was turned on, I agree.
If you turn off the router, then restart, it will show who is connected at 'that' time and will continue to show till you restart again.

I suppose the DHCP list shows who 'has' been using the network and not necessarily who's on at the time of checking.
