cannot restart in safe mode

can anyone help me please i'm trying to restart my pc in safe mode so i can clean the registry as is infected when i re start press f8 continually until options come on screen to either start in safe mode etcc i cannot select safe mode the highlighted option is start windows normally can't budge it from there
windows XP

Go to start > run.

Type msconfig and press Enter.

Click the boot.ini tab and put a tick next to Safeboot.

Restart your computer.
