Missing desktop icons and taskbar after startup

Upon starting up my computer in normal mode, the desktop icons and taskbar do not appear. Using ctrl+alt+delete, I am able to open the task manager. There are no applications listed, but under the processes, the common ones including "explorer.exe" and "rstrui.exe" are listed. However all of these processes have a CPU of 0, except for the "System Idle Process" under the username "SYSTEM" has a CPU of 99.

I have tried starting my computer in safemode and all the icons and taskbar appear in this mode. I did run a virus scan here and nothing was found.

Can someone please help me?? I've had this problem one other time in the past and was able to fix this through someone's elses suggestion. But I failed to write that down.

All help is greatly appreciated!

Go here http://www.kellys-korner-xp.com/xp_tweaks.htm and scroll down to line 195 on the right hand column and download the file. Save the REG File to your hard disk. Double click it and answer yes to the import prompt.

I'm actually on another computer in the house. My computer is a laptop with wireless internet and in safemode it does not allow me to get on the internet. Any other suggestions or ways to get on the internet?

Boot normally, go to Task Manager > Application Tab and pick 'new task'. Enter explorer.exe and click 'OK' to restart the desktop.

The hourglass appears for a few seconds, but nothing comes up.

Have you rebooted?

If you have and the problem still exists, have you tried a system restore to a point before it happened?

If you have and it didn't cure the problem or you can't access system restore, I suspect you've 'caught' something nasty. In which case, go to the HiJackThis part of the forum and follow the instructions for posting a log.

I rebooted and nothing happens. I did look at the instructions for the HijackThis forum. However, I cannot do this because I cannot download the program due to me not being able to get on the internet (I'm on another computer and have even tried downloading his explorer.exe on a usb attache and then downloading it to my computer, however my computer does not have access to the E:\ file under safe mode or normal mode. His computer is too old to download it onto a cd, and mine does not have any place to put a floppy).

Although my virus scanner (Norton) does not indicate that there is a virus, there are a couple of questionable items on my task manger processes list. They are: taskmgr.exe, explorer.exe, lsass.exe, services.exe, winlogon.exe, crss.exe, smss.exe, System, and System Idle Process. I did some research and saw that some of these items can be regular files or viruses. So, I don't know what to do.

I did try reinstalling my Windows XP, but the computer kept booting back up into regular mode when the disk was in. How can I reinstall the Windows XP disk?

Any other suggestions are greatly appreciated! I think I'm going to have to take it someplace soon as I can't figure this out and I need this computer for my schooling.

Well I was finally able to access the E:\ drive on my computer using the usb attache. So, I posted the Hijack This information in that forum and have also tried downloading the item mentioned at kellys-corner...when I run it on the task manager under safe mode so that I may download it, the program acts like it's going to download but then a Windows Script Host error comes up saying that the service cannot be started, either because it is disabled or because it has no enabled device associated with this.

Anything else I can do??
