I have a HP Pavilion with an Intel Celeron Processor 325, 256MB and 40GB hard drive and it is incredibly slow to do anything! Programs take an age to load and in doing so the machine becaomes stalled momentarily.
I have reinstalled everything on it from scratch a number of times yet the problem persists.
I am using Windows XP and have a number of utilities running (such as Spyware Terminator, AVG) which may cause this loss of speed but I'm reluctant to think that this is a major factor as all these utilities also run on my laptop and don't cause any loss of speed there.
Is there anything i could download or buy to increase the speed in the general use of my computer?

The single most important change you can make is to install more memory. If you could increase the RAM to 512MB or preferably 768/1024MB you will see an immediate improvement.
