Connecting Palm serial port to USB port (COM3)

I have a Palm IBM Workpad c3 which has a 'Hotsync' connection via a serial port. My HP PC does not have any serial ports, so I have purchased a 'RS232 Adapter to USB cable'. But the Palm does not get a connection when Hotsync is requested. Does anyone have any ideas please?
