I have joine linkmetro.com, which is where you can exchange links with other sites to boost your ranking in the search engines, but someone told me you can't put these links on your main website because you can get penalised for it.
Could someone shine some light on this matter for me, I would like to know where can I put my links on my website without being penalised, I'm not very technical so could someone please explain to me how this wholes linking system works.

Reciprocal links, where 2 sites link to each other, are in search engine terms neutral. They won't help your search engine ranking, but they won't harm it either.
You need one-way incoming links to your site in order for this to affect your ranking for the better.
Link exchanging may bring a little bit more traffic to your site, but it also drives traffic away from your site to elsewhere. It's a double edged sword.
Search engines are wise to most tricks and will penalise sites.
It's not exactly a 'link farm' (sites with just out-going links) but I wouldn't take the risk.
There's little to gain and a lot to lose.

well said!
SEO is really hit and miss with links. Often Google's web crawlers will just disregard high PR links from relevant sites for no reason or reduce your PR for either a) Having links from irrelevant sources or b) reciprocal linking because it considers you spamming if you do it with a bad source.
To be honest it'd stay away from websites and communities like that and use blogging and high PR one way back linking from sources that you've personally identified as both relevant and reliable.
