Windows Explorer advice

It seems obvious to nearly everyone else. I was told to access certain files through 'Windows Explorer' in order to manage them, as I couldn't delete selected ones at the proprietory programme itself. Am I correct in thinking 'Windows Explorer' is the interface that greets me when I
turn on my pc? In this case I would simply search through my documents.
I always thought 'explorer' was only the internet browser.

Many thanks in anticipation from this somewhat backward pc'er.
