unuasally high cpu usage

When I opened task manager this morning, I saw my cpu usage about 40% without running any program. I couldn't find any program using cpu much and system idle process shows over 90%. When I go to performance tab in task manager it shows kernal using over 30% of cpu.
My system is newly installed xp on sata ahci hard drive. I've installed all the drivers. I cannot find any virus.
Can anyone explain it and hep me?
Also it wouldn't boot if I chose to increase the size of C with paragon software after reboot.

I believe I found what caused this. When I boot windows in IDE mode, everything went fine. It is the AHCI controller. When I open its properties box, it says everything is working and no resourse conflict. I still cannot fix this.
Does anyone know how to fix it?
