Here are a couple of things to try :
1. In future, why not remove deleted mail from the Deleted Items folder when you exit rather than deleting the folder. You can change it via Tools, Options, Advanced Tab, Maintenance at the bottom then put a tick in ’Empty messages......exit’.
2. Delete the Deleted Items folder which could be damaged : On the same Maintenance Tab as above click on Store Folder and make a note of its location. Unless you have changed it, it will be C:\Users\UserName\AppData\Local\Microsoft\Windows Mail.
Close Windows Mail and go to that folder in explorer and navigate further to \Local Folders and right-click the Deleted Items folder to remove everything. The folder will be recreated next time you open Windows Mail. You may have to go into Folder Options to see ‘Hidden’ files.

There are 2 other options on the Maintenance Tab that you can try: 'Clean up now' and force a 'Compact the database upon shutdown' by reducing the interval.

I don't use it but isn't Windows Live Mail the new(ish) Hotmail?
Were you trying to access Hotmail in Windows Mail? If so, I thought it had been stopped not error-prone.
