If you have an older (PS/2 socket )Mouse You cannot "Hot swap" it (USB Mice can) and sometimes it can jam solid and if you can get to the Mouse driver folder in the Control Panel (via key pressing) it will tell you everything in order! 
So whats the solution? Just do a reset, and everything works again. Is as simple as that
