PCU runs at 100% when................

Hi,
I hope someone can help me coz this thing is getting on my nerves. Whenever I brows with IE axplorer or open my files in Windows Explorer my CPU jumps up to 100% and causes my system to drag; its mainly when my file options are set to thumbnail this happens or if im browsing a sight or forum with an active avatar. I really have no clue as to what this is caused by sinse I am a novice.
Somebody please help?

Have you cleared out your temporary internet files and done a disk cleanup recently?
