Alphabet links in WordPad

A friend of mine has a web page containing a very long list of place names, which he can only edit in WordPad. To make things easier to find places quickly, he would like to place an alphabet link at the top of the page where each letter links with the first entry that starts with that initial letter. However he doesn’t know how to achieve this in WordPad, and neither do I.

Could someone kindly tell us how?

Assuming the page is plain HTML you could create page anchors. They link to specific places within the current page.
