Hi Scott,
I think many would agree that Dreamweaver is the pro's choice (and it has a price tag to match).
However, there are more to choose from, (and more still) each have their advocates and detractors;
MS Frontpage (MS Office upgrade available)
Frontpage Xpress (freeware)
Web Easy Pro
Xara Webstyle
Namo Web Editor
Adobe GoLive
You can also use these programs, although they are not web editors, per se.
Serif Page Plus
MS Publisher
MS Word
The issue of dirty code often raises its head with some programs (oddly, mostly the MS packages), however this may or may not be of importance.
TFC Nothing is a problem for me...

I use a programme called Web Editor 5.5 and i think it is brilliant. It is made by Namo and i highly recommend it.

The full Mozilla package comes with composer that works as a wysiwyg, completely free
or if you like to get your hands dirty like me HTML-Kit is excellent and also free

MS frontpage (2000 or higher) is EASILY the most user friendly... I am currently making my own website in it ( going online in about march) and it is so logical and simple...

I use Netobjects Fusion. Very user friendly. Didnt even have to read the big manuall. http://www.netobjects.com.

Frontpage also incorporates peculiar code unique to itself, which easily makes a mess of a site, leaving the user unable fix it if he hasn't got the underpinning knowledge of how site code works. I have seen so many problems at another web design forum where the webmaster used this as their editor, and the pro designers who provide help there despair of constantly having to clear up its bad coding for people. I recommend against the garbage, and use one which keeps to the standards.

Ditto what safeTsurfa has said RE Frontpage.
Whilst it is relatively user-friendly, it does produce dirty code. Plus, to be able to use all the FP features your host must be Frontpage Extension enabled. 
BTW: We can't use FP at IPC because of security issues
