I have come across a photograph which has the following next to it:
"I, the creator of this work, hereby release it into the public domain. This applies worldwide. In case this is not legally possible, I grant any entity the right to use this work for any purpose, without any conditions, unless such conditions are required by law."
Does this mean I could use his photograph, say on my website, and not have to provide a link or (C)Copyright back to his site?
What about if I wanted to make some Postcards with this image, is that allowed?

I'm no lawyer so did a little research on Google. The wording appears to be U.S law based, certainly most results in Google point towards U.S. websites on copyright/public domain descriptions.
For instance: " A work of authorship is in the “public domain” if it is no longer under copyright protection or if it failed to meet the requirements for copyright protection. Works in the public domain may be used freely without the permission of the former copyright owner." sums it up.
This appears to me as giving you the right to freely use the photograph.However, it may be worth you checking here for more information of the copyright law.

Why not email the site owner and check? At least you'll have it in writing if anyone ever questions the use of the picture.
