I know a young man whose energies I would like to channel more constructively. He has demonstrated some talent toward website design, and in the very few weeks I have known him, has managed to learn rudimentary html, something I am still not entirely comfortable, and has even expressed a desire to become a professional webdesigner in the future.
I was wondering if any of you might be able to point to me to some resources that might help him achieve this goal

I'm not sure about course costs, but I do know that with Learn Direct there are grants available.
A good to place to start would be the local library. They will have information on all local learning places and courses and obviously loads of books on the subject.

If the guy knows little, then Learn Direct is one to consider. But do understand their level is basic, as it is government funded. If your friend is serious, he needs to consider proper study and a real qualification.
No offence towards his achievment so far, but HTML is very basic with no real skill in professional or career terms. He needs to be aiming for expertise at scripts in all forms, using .NET frameworks and newer technologies like WAP/DHTML/XML etc. Once he's done, I recommend he sends out samplers on Mini CD or Bizcard CD to the big players in his area, so they can see before they take time out for lengthy interviews.
