Cant empty recycle bin

in my recycle bin is an image of a scan i made then deleted - the original is a JPEG. When i try to empty my recycle bin it says there is an error and the file cannot be deleted because it is being used by another person or program and to close any programs that may be using the image and try again. The image was created in Adobe Photoshop Elements. I am the only user set up on the PC and i have no idea what other program is using the image - it shouldn't be any. If I right click the image it says the image is an adobe photoshop image origin the desktop. I cannot rename move or copy the image either. Does anyone know how I can get rid of it? Thanks

You could try starting your PC in Safe Mode, you may be able to delete the image/empty the Recycle Bin then. If you're not sure how to boot into Safe Mode, have a look here.
