Error running certain programs on IE7

I'm getting this error when trying to run the odd program that I've been able to run before:

Windows cannot access the specified device, path or file. You may not have the appropriate permissions.

The file it says it can't access is c:\documents and settings\mike\local settings\temporary internet files\content.ie5\1cy6...

Anyone got any ideas?
