Getting On Line Abroad

Not sure if I'm in the right section but heh here goes.......My mother in law and her partner spend all their time on the move and during the winter months live in Portugal / Spain. he has recently joined the silver surfer brigade and is finding it very cost prohibitive to go online using his mobile phone. Is there any other way that he can get on line that would be a lot cheaper? Thanks in advance.

A few options are to sign up for BT Openzone, which allows them access abroad as well. The other option is to get a GPS Card if they have a laptop from a supplier like Vodafone or Orange. These are the only ways I can think of.
