I use the Yahoo weather widgit which stays on my desktop and does what it says on the tin. No pop ups just latest weather info from the nearest large town / city to where I live.

failing that i use the forecastfox extension for firefox with the minimisetotray extension as well. this way firefox is always minimised in my systray and then every time the weather updates (which is roughly every hour, i might be wrong havent actually timed it) a nice popup from your systray comes up for a couple of seconds then disappears. also you can view all the weather from any of your taskbars within firefox with many configurable options and upto 15 days worth of forecasts. Also it is much more localised than just the nearest large town/city, many small villages are also included. Its engine is from accuweather.com so u can even go on there, type in your postcode and get the exact location code and plug that into the extension!

I use Yahoo desktop widgets, but don't actually use the weather one.
