In my local area we have nearly reached the Trigger for Pipemedia's Broadband service (finally), although some of the residents are unsure, what will happen with their existing dail-up ISP's once they begin using Pipememedia?

Here is a copy of the PipeMedia contract which doesn't seem much different from the others in that you have to sign up for a minimum 12 months and it's £28.75 a month plus £55 setup for a 'wires only' service. You will also need an ethernet port on the PC, not USB. You must allow them to remove any extensions to the master BT socket that might cause a problem. They also say that any ordinary modem connected to the analogue line supplied as part of the package may be slower than normal.
To answer your specific question, individuals have the choice of retaining their existing BT line and remain with their current dial-up ISP. If they do not wish to take up a contract with PipeMedia they don't have to. If they do wish to get ADSL from PipeMedia then there is little point in retaining the dial-up facility although it is technically possible as noted above.
