'Managed' network connections

We seem to be getting more and more posts from people complaining that their ISP has imposed limits on their downloads despite the headline 'Unlimited Downloads' or 'No Capping' in the ISPs' advertising.

Many ISPs are introducing what they call 'Managed Connections' under a 'Fair Usage Policy'. This does not mean that they are not still offering 'Unlimited Downloads' they are just making it a lot slower to do so. I think they are working on the principle that if they make it really slow people will give up. Perhaps they are hoping that pressure from the RIAA and it's European equivalents will eventually bring illegal file sharing to an end.

For those interested in the actual procedure used by your ISP to 'shape' your connection, have a look at this. The ISP can tell the switch what type of traffic to shape and the individual PC to which it should be applied. This is the important bit;

So it doesn't matter which port you use for P2P or if you try to hide behind a fake IP address this bit of kit will identify immediately the type of traffic being transmitted (or received) and deal with it according to the policy installed by the ISP.

It follows that the policies embedded in the switch can be varied to separate 'good' from 'bad'. If you are downloading from a legal music sharing site the switch will allow full speed, or if it doesn't you can ask your ISP to allow it. 'Bad' downloads will automatically be switched to a 'managed' connection.

I hope this goes some way to explain why your P2P connection is not giving you the speed you thought you were paying for.
