Broadband Abroad?

Apologies if this has been asked before but would anyone know anything about the complications of using broadband - or indeed good old dial up - abroad?

My father-in-law travels to a caravan site in Spain which apparently has wireless hot spots at various vantage points. Assuming that this is standard wireless protocol etc then is there away of connecting back home?

I presume that dial up would be easier in that you'd just put the international dialing code before the ISP phone number but probably very slow and expensive?

Does anyone provide any sort of dedicated service to cover this type of situation?
