1st timer having connection problems

I,m having trouble connecting my ADSL light on my modem takes for ever to go steady....and sometimes the only way to do that is to use my phone..as soon as I get a dialing tone up it goes steady..lines have been checked by BT as ok...new filters have been fitted...even connected direct to the phone master socket with no luck...so guys HELP....what shall I try next

Click on control panel then the phone and modem option choose the modem tab choose your 56k modem and click properties and choose the modem tab again if there is a tick in the box wait for dial tone before dialing remove it that should cure the problem
