AOL along with it's unwavering belief that it can flood the world with AOL disks and assimilate us all, uses a proprietary form of email, which is not directly compatible with Outlook Express or any other mail client.
AOL®Pop3 allows those r users of AOL to use a more recognised email, rather than the AOL mail interface, using an agent, like email2pop

Note from that article Until recently, AOL’s e-mail technology was not compatible with Outlook Express., ie AOL 9 so update your system if you are on anything but 9
