Please help! I just down loaded dazzle digital video creator 150 onto my laptop, and I'm trying to record a VHS onto a DVD from my analog VCR. The error message keeps telling me that Studio 9 quickstart is not enabled for PAL. What does this mean and how do I fix it so that I can complete my project?

PAL is the television standard used dominantly in Europe whilst the USA uses NTSC. Presumably your version of Studio9 is American rather than European.
Do you know that we're all in line for succession to the throne? Really?

In Studio 9 under 'Capture', look in 'Settings' then click the 'Capture Source' tag. Here you have the choice of PAL or NTSC. Maybe this is what you are looking for? Good Luck.
