Help for newbie 1st time build

I'd be very grateful for some general advice on a first time build.
I want to create a photo based site - thumbs to main images - and put a Paypal facility in. I'm not bothered about flash graphics or anything, just a simple but classy looking site.
I'm on XP Pro and have some free build-software: Sitecraft 1.2 and Netscape Composer, are these up to the job?
Also, any recommendations on hosts would be great, I'd like a no-frills package with plenty of space and bandwidth, obviously reliable but don't really want to pay for extras I don't need.
Are there any security issues I need to implement, or with using Paypal does being redirected to their server do this?

With regard to hosting I can recommend supanames...for £20 odd quid a year you get all you need.

If you want to create an online album try this program jalbum. Its free and easy to use and once you pick up a little html its easy to customise.
