PHP Chat Room Help

I wanted to make a simple PHP chat room from scratch and code it myself to see if I could and so far it works fine in Firefox but in IE it refuses to go to the bottom of the page (it's and Iframe).

It has an auto refresh meta tag, and when I try to use a named anchor it just loads at the top.
Files:
index.php - the page you see, it has an IFrame in the midle which loads chat.php
chat.php - page with php including chat.html and a named anchor at the bottom
chat.html - where the new messages get written to

Does anyone have any ideas on what to do?
