Adobe PhotoShop is easily the best paint package available and is the industry standard for Web building, however, it is ferociously expensive to buy for the individual.

A good compromise is PaintShop Pro, which has much of the functionality of PhotoShop, buy without the cost.

An excellent free paint programme I've been looking into recently is Paint .NET.

There's also Adobe Photoshop Elements, a domesticated version of Photoshop, clearly not as powerful but has all the essentials.

Why pay out though when you don't really need to.

Serif PhotoPlus 5.5 is free and is very powerful. This I recommend highly.

If you do download this then also download the Resource Pack as this contains the instruction manual.

I suggest GIMP www.gimp.org, it's a freeware graphics editor, similar features than PhotoShop.

Contains numerous WEB specific features (3D button, special effects, make animated GIFs, imagemaps)
