Hi, I am new to this business. You can tell by my site. I want people to come to my site and help me input, expand and criticize it! Its all about the questions that people have always wanted to ask but thought it too silly! Hopefully people will answer if I cant!

Well, I thought 'this looks like an innneresting site, with potential', but on inspection it doesn't do anything!!
How do I pose a question? How do I answer a question? How do I offer an opinion? And my pet hate..... external links that open in the same browser window. 
This is what I would term a wireframe, i.e. an idea for a site, but not an actual functioning site, as yet. It is, therefore, difficult to offer specific advice. Maybe I was expecting the obvious (and maybe it's an outmoded design thought) but I would have expected the white lozenges/buttons to have a roll-over alternative image.
I know how helpful it can be to get feedback on a project as you build it, but I would reccomend getting the site up & running (not necessarily live) then invite comment when there's a bit more to comment on. I can see what your aiming at and will be innerested in taking another butchers when it's nearer completion.

but I am inexperienced with this sort of thing.... when you say how do I .......is it because I dont make it obvious or do you mean it should be more like this forum?
please help as I have lots of Ideas, a basic web building tool(or I dont know how to use it) and a fustration factor of 50x
I know what I want to achieve but dont know how.... well not completely

As I said I can see what you're trying to do, but without realtime accessibility you may find some users don't return. Having to email questions, answers, opinions, etc.. isn't particularly interactive. Presumably one would have to wait until the webmaster (i.e. you) has updated the relevant page(s), before one could a) see a submission and, b) have others respond to it.
For a basic HTML driven site I think you're asking a bit more than it can provide with simple programming. There are of course various script based chat, forum, guestbook facilities, etc. which afford some user-interactivity.
Unfortunately, the web using public have become increasingly sophisticated in what they expect from a given site, which can prove frustrating for the novice web builder with big ideas and no capital to outlay on pro level packages, etc. to enable them to produce their visions.
I do think there's a lot to be said for a forum based site where users can post/receive feedback almost instanly (like this place). However, setting up and running a forum like this one can take time and some experience (not to mention a hosting server that can run the necessary PHP/PERL/CGI/SSI requirements - dependent upon which way you go regards programming, etc).
Having said all that, there are a handful of forum packages available free on the net and, with a little patience, can be implemented and maintained by anyone. Then the trick is to integrate that into your web site.
Bottom line: you either build a site to your abilities or have someone else (who can) build the site you want. As your abilities and experience expand you can upgrade your site accordingly. Basically, we all have to learn to walk before we can run - no matter how frustrating that is (and believe me, I know about how frustrating web building can be, I get frustrated virtually every day ).
BTW: this is merely my opinion and not in any way fixed in stone.

I just went to visit the site and was amazed at the number of pop ups that were blocked (3 straight away and countless more on every page) and the number of cookies blocked (37 on first page alone).
I'm sorry but I didn't look too much further as I got fed up with hearing all the pop ups being blocked.
