Naming Pictures on your Website

Please help !!
Sometime ago (probably about 4 months ago) there was an article in web-user magazine instructing how to add a name to a picture. eg. when you move your mouse over a picture on your website a name pops up with a description.

I have searched through all my back issues and for the life of me cannot find it, (don't think I dreampt it!!!)
If anyone knows which issue this was in please tell me.
