Best ISP for an unusual situation

I have been using AOL for years and have finally got fed up as they have been losing 30% of my email over the last month and simply will not admit it is their fault. I have set up my own domain with oneandone who also provide me with 3 POP3 mailboxes and an outgoing SMTP server. So, I have some nice new addresses and some mailboxes which leaves two decisions: which ISP to use to get on line and which Mail Client to use to send and receive email.

I shall post a question re which Mail Client on the appropriate Forum, so the question here is "which ISP should I use?" I have some unusual requirements:

I travel abroad for nearly 5 months of the year. When I am in the UK I use the Internet a lot so I would like an all-inclusive monthly package.

I would like to be able to discontinue my sub whilst out of the UK so I don't want a long contract period. No point paying when I'm not here!

I need to be able to use my all-inclusive package at relatives' houses so I want a package that can be used from any number of different phones, not just one.

I would like v92 access so I can make use of call waiting and modem on hold.

I am not interested in special content, portals etc. I just want a good connection at a reasonable price..

I think your biggest problem will be to find an ISP that will accept multiple t/p numbers. I think most of them will allow you to change your dial up t/p number but this can normally only be done in advance by calling the help desk (or it's equivalent). I suppose this is understandable because the ISP is legally bound to identify the name and address of anyone using it's service. Freedom2Surf offer a 24/7 package with a quarterly contract @ £76 per month but they insist on knowing an upfront BT t/p number.
